Changing h1 h2 h3 color

I’m trying to figure out why, when I put code in custom css – it doesn’t change the color of my h1, h2, h3 fonts – I would like my page headings to be a different color (#304091). Can anyone help with this? I have even tried a child theme – that’s not working either, in fact the child theme is not changing anything. What am I missing? Is the Aqua theme preventing such changes? I’ve been working in WordPress for over a year now, and pretty good at figuring things out – this has me stumped. dev.emsofny.com I’m using firebug and chrome developer tools but no luck…
