Row Container Height

Is it possible to set the row container height?

I would like to have a background image and some text, but since the text isn’t that long (vertical height wise) very little of the image is shown. I would like more of an empty buffer above and below the text so more of the image is shown.

I assume I could do this with several <br> tags, but is there a neater way?
