ROW ID

I’m Trying to use the Row ID to as an anchor to a particular position on a page. I’ve assigned a unique ID to the row. I’ve referenced the ROW ID in the link. When the link is activated it takes the user to the anchor point on the next page, but it scrolls up back to the top of the page as opposed to remaining at the anchor point. I need to help to figure out what Going on.
