1. Sure, you can override your header.php template in your child theme and move that around whatever way you want. Maybe styling will be needed too.
2. Again, I recommend reorganizing the header.php template in your child theme, make the columns instead of 2 (holding the logo and holding the button and soc icons) – 1.
