What would you recommend for this theme, especially in responsive mode? Would I place the html in the same areas on the footer.php page (brought over into the child theme folder) where the footer _icon stuff is?

Yes, you are on the right track. I would copy over my footer.php to the child theme and modify anything you want in there. Responsive mode CSS works the same way as regular one, simply introduce some media queries in your Child theme CSS for it. Once you have something specific as a question regarding styling things I would be happy to further help. :)
