So you have your comments enabled globally, yes?
Do you have them working right now on all pages? And you want them ON for just a particular page?

When I make On the comment option from fortuna options, comments shows only on home page not other pages.
and I already marked “Allow comments” of the wordpress option, still nothing is shown.

This is strange, enabling the option for Page comments in Theme Options should enable them globally for your pages, you can then enable/disable them separately per page, have you checked you SCREEN OPTIONS->DISCUSSIONS (top right)?
