Sorry for the late reply. As you can see you have a JS error in your console and I believe it has to do with the calculation of the row positions.
2 things you can do – first off make sure your plugins are up to date (WPB editor and Parallax and Video Backgrounds). Then disable autoptimize and try to isolate where the error occurs or what it can be caused by.
Any specific reason why you are using the Parallax and Video Backgrounds plugin for what seems to be a regular full width row with content in it?

Somehow the Parallax and Video plugin breaks its calculations, maybe since the latest update of the WPB composer? Have you noticed when?
Anyhow, as I showed you you don’t need to use the parallax plugin for this, you can achieve it simply by using the 1st tab of the Row settings – stretch the row, then set a parallax image for the row. :)
