I would like a page with say 9 images similar to what is on your template if you click on Portfolio. Then if a user clicks on an image there is a description – similar to Gallery Slider Item under Gallery Templates. Do I need a special plug-in to create the Portfolio section or is it included in the Savia theme and if so where is located? Also, are there instructions on how to edit Savia? Your help would be greatly appreciated. Thank you

Creating a portfolio Gallery item is explained in the Documentation of the theme that ships with the package.
If you want to create a gallery type portfolio item after choosing that Format, click on Featured Image and upload several images at once by holding the CTRL key when given the option to select an image to upload by your operating system.
You will find General Instructions on the theme in the documentation. :)
