The sidebar? Simply edit your Default sidebar under Appearance->Widgets.

If you want a blue solid background of your header on each page (without implementing the transparent header) you can achieve it with simple CSS:

#header {
    background: rgba(34, 113, 179, 1);
}

Then you can apply the menu color in your theme options. :)
