It’s simply disabled, check your Page Settings while editing the page. :)

Is this a navigation below the logo to the left?
Quite a custom template as it seems… It would be up to you to decide whether you are up for the customizations, btw is that the header that will be on all pages or just on this one?

Thats why it is impossible for this logo to fit in the header but should be moved to a column much higher than header.
The logo column should be present in all pages.

Main navigation will be moved to the usual location (header).

So I guess it could be done… you could even take the logo out of the regular Wrapper and position it absolutely/statically so even when a user scrolls down it always stays to the left of the wrapper. Of course you would need to think of how to implement the Logo in responsive as well… Have some media queries for it etc. :)
