What you have on this page is actually expected behavior. You are using the Content + Sidebar layout, and you have added to your Content a Full width row that simply overlaps your Sidebar. Instead I would do use the regular Full width template then set a top row then add a new row that is split into the Form column and the other content you want to the right.
