Can’t see to see such green button on the link you posted…
As for your question, when adding a button to a Text Element via the shortcodes dropdown, add the smooth_scroll="yes" attribute.
Like so:

[boc_button href="URL#xxx" btn_content="Button Text" smooth_scroll="yes" target="_self" size="btn_medium" color="btn_theme_color" btn_style="" border_radius="btn_rounded" icon="" icon_pos="" icon_effect=""]

Make sure the URL matches the current page’s URL or the smoothScroll will be removed.

The button is not added via shortcode and there is no option to set smooth_scroll=”yes”

Yep, no smooth scroll option there…
Why don’t you create it with custom elements instead. Add a Row, then split it in say 3/4 and 1/4 columns, place a heading + Text element in the left column, then a regular button into the right column, you can use the smoothscroll option then. :)
