in Fortuna theme you can add a top bar with contact infos. I’m already using this theme with this function and I’m planing to buy another license for another client: but this client needs a top bar with an additional menu (like “news” “faq” “contact”. Is this possible?

Sure, Fortuna lets you add a menu in the subheader (the line above the header), check out the Subheader Widget area (in your Widgets section) and add a menu to it!
