How do I get the newest files to update to version 1.3 of the theme?

Are the files not on themeforest? Do I need to download them somewhere else? I only bought the theme 2 months ago.

Sure they are on themeforest. How did you update?

Once you update the theme (you can see your current version under Appearance->Themes) you need to Deactivate, then delete the old plugins, the theme will then ask you to install them again and will install the latest plugin versions of the plugins for you!
Make sure you backup your Revolution sliders just in case at all times! :)
