Videos don’t ever play on phones, it’s an industry handicap, not all devices support the video formats used as backgrounds, so Images are used as a “graceful degradation”.
You can use sound in some… what type of video bgr are you using, Youtube or self hosted?

Overall I think using sound in a youtube video background is a bad idea from UX perspective, not everyone wants to hear music/sounds while browsing, not to mention you can’t even turn it off when in the background. Instead I would think of having a link to the video with sound. Like the popup here for example:
