- Row Settings / General
- Row Settings / Background
- Row Settings / Design Options + Effect

Do you know which one is the best to use for reliability / functionality / site performance?

1st tab is the best option (General) as it was added to the core of WPBakery builder. Prior to that there was no way and we had to use external plugins (like the Background/Effect tabs which are a part of the Parallax and Video BGRs plugin), still they offer more customization, so if you need it you can use those. :)
