Is there a way to do this for all blog posts?

You can modify your featured image used in the single.php template anyway you please!
Make sure you use a Child theme to do that so you don’t lose your changes when updating the theme.

If setting a smaller image globally you will get it smaller on all your posts, not sure if that’s the idea, why don’t you just set a custom CSS on this specific page so that the image gets smaller, for example:

width: auto;
}
