I have just purchased Fortuna and am looking to build the site before moving it over to the live domain (using Flywheel).

Can you please recommend the best way to achieve this so that I can safely move everything over after I have assembled it?

Sure thing, I always use a plugin for my migrations from Dev to Live environment called Duplicator. Give it a try, it moves everything and also takes care of the resource references within your static pages like images, URLs etc, so you have nothing to worry about!
Migration takes only a few minutes! :)
