Am I missing something here – how do you edit the order of the columns for mobile / responsive?
e.g. With a two column layout, left goes on top on mobile – however for certain rows we need the right column to go on top.

WPB page builder offers out of the box some functionality for your column behavior:

The rest (like column order) you should be able to modify with custom CSS, using display: flex and flex-direction: column-reverse for your custom class for example.
