The only way out of the box would be to keep the subheader in the sticky header, you have an option under Theme options -> Header -> Subheader : Hide Subheader on Scroll for Sticky Header.

Of course you can do it in your child theme, override the header.php template, then simply hardcode some phone number in there (between the logo and the menu), then do some CSS styling and you are good to go. :)
