I’m trying to change the color of the phone number in the sub header.

I added some css but the color is faded, like maybe I need to change the opacity to 100% but don’t know how to write that. I need this area to really pop and stand out. Even when I change it to black it isn’t dark enough.

Yes, it’s the opacity of the subheader, add this:
