Ineed, I managed to reproduce this!
What are you using for the background video? The 3-rd tab in the Row settings?
Can you try to disable the full screen height of your Row and instead just add some top and bottom padding?

** 1. When I load the page from mobile it appears like this,

** 2. When I scroll through the page the Slider collapses and show’s like this,

I have disabled the full height row and given manual padding like you said. Still the same thing occurs on Mobile view.
