Portfolio Gallery Not Loading Some Categories

My portfolio is not loading certain categories on paginated pages. It only loads the selected category if there is a matching image on that paginated page.

For example: “Filter” > “All” when you select the “Banner” category, no banners show up unless you are on page 3.

I would like the categories to show up when they select a filter no matter what page someone is on.
