Problem with Main Navigation Hover Text Color and more

Hello, i have a problem with the main navigation hover text color, i have set an orange color but it doesn’t work:

another problem: i have set a white border to the page using this code:
border-top: 30px solid #fff;
border-left: 30px solid #fff;
border-right: 30px solid #fff;
border-bottom: 30px solid #fff;
as you can see it works perfectly on desktop and tablet device, but with smartphone there is some problems:
