Responsive formatting problems

I have two formatting problems. One is the banner. I chose to make the banner 3/4 width and not full width like the template. Problem is, now I can’t get the scaling right. Full size it works, but not at the other sizes. I’ve tried adjust the sizes for those screen sizes but absolutely nothing happens when I do. I even went really extreme once to test and had it go down to 100 px width for the second size. Nothing….

Second issue is testimony sizing and formatting gets pretty weird when it’s a small screen. It will show two at one time, halfway on top of another.
