Site not appearing correctly on Tablet & Mobile devices

Hi, firstly excuse my stupidity as i am a newbie with wordpress.
I have installed the Aqua template to my localhost template and everything is working great when viewed from a desktop however ona tablet or mobile device the site is just appearing as text as if its not loading the CSS file can anyone help me? do i need to turn something on in order for the site to be responsive? i have checked the stylesheet and the options and the custom responsive styles are still there.
