Transparent boxes on Blue Home page

I am attempting to duplicate the transparent boxes shown on the Blue Home page under the Fortuna Heading title “Awesome Service Bundle” on my Red Home page located here http://test.corvetteclubsantabarbara.com. For some reason, my Red Home page isn’t displaying the transparent boxes as it does in the Blue Home page and it may be due to missing CSS but I just don’t know what I am looking for here. Any help would be appreciated.
