Scroll makes it impossible to read page

I’m stuggling with scroll on secondary pages within this Fortuna theme. See http://www.airstreamhealth.com/terms-of-use/

As a person starts to scroll down the page, something on the theme ends up auto-scrolling the person to the bottom of the page. I have tried turning on and off smooth scroll and neither setting works to fix this.

How do I turn off this weird scroll behavior in this theme so that the users can actually read the content on these secondary pages?
