trouble with margins

Hi,
i’m having some trouble understanding how the margins work.
1. i’m trying to get the column below another column in the section above it to line up. using padding and margins isn’t working. see screenshot.

2. I also don’t understand how to adjust the column settings in the Responsive tabs.
the 2 rows before the footer aren’t responsive but all the rows above are. see screenshot
