Responsive column resizing and Spacing

Hi!
how is possible custom the responsive for example of icon?
example: DESK 4 column – Tablet 3 column – Mobile 2 column?

I see that the controls are possible only for the single column and not for the entire row, moreover the wpbeckery front-end is not visible, and I have difficulty to set correct the responsive.

I also noticed that if I add, below a raw, the version of the same responsive , I increase the white space below it as if it were occupying the volume even when not visible. How is it possible to limit this?
