scrolling issue on page

Hello,

I am getting scrolling issue in chrome when i visit this page :

It still getting stuck on top. There is no error message. when it first loads I can scroll it downs and up , as long as I don’t scroll all the way to the top. Once I scroll all the way to the top – I can no longer scroll down.

I can grab the bar on the right with a mouth and scroll down this way but when I try to use the roller on the mouse again – it only allow me to scroll back up and that’s it.

Please let me know how we can fix it.
